Two subway lines, one JR station and a street grid laid out in 794 decide where you sleep in Kyoto. In low season the same double starts at about ¥4,400 in Shijo, ¥4,900 beside Kyoto Station and ¥10,500 out in Arashiyama.
- Kyoto Station, JR passengers a day
- 172,040
- Shijo, subway passengers a day
- 103,026
- Hotel nights start at, Shijo / Arashiyama
- ~¥4,400 / ~¥10,500
1The station numbers that decide it
JR West counted 172,040 passengers a day at Kyoto Station in the year to March 2025, second in its network behind Osaka. The subway is smaller than the crowds suggest: the transport bureau's figures for the same year put the Karasuma line's Kyoto station at 136,152 a day on and off, Shijo at 103,026, and both lines together, where they cross at Karasuma Oike, at 53,487.

Set those next to a map and the city divides three ways. Everything JR sits at one station in the south. The busiest subway stations are that station and Shijo. The sightseeing is north and east of both.
| Base | The lines that matter | Who it suits |
|---|---|---|
| Kyoto Station, Shimogyo-ku | The shinkansen, the JR lines to Osaka and Nara, the Sagano line to Arashiyama, the Karasuma subway, the airport train's terminus and the city bus pool | A first trip, late arrivals, early departures, day trips by rail |
| Shijo–Kawaramachi and Gion | Hankyu at Kawaramachi and Karasuma, Keihan at Gion-Shijo, the subway at Shijo two stops from Kyoto Station | Dinner on foot, Nishiki Market, Pontocho, Gion after dark |
| Karasuma Oike and Sanjo | The two subway lines crossing, the Sanjo bus corridor, the Tozai line heading west | Nijo Castle, Kinkaku-ji, and the Randen tram out to Arashiyama |
| Higashiyama (Kiyomizu-Gojo, Gion-Shijo) | The Keihan line, plus the Higashiyama walks | Kiyomizu and Yasaka on foot at opening time |
| Arashiyama, Ukyo and Nishikyo | The JR Sagano line, 11 minutes from Kyoto Station, and the Randen tram | Being inside the sight instead of travelling to it |

2What the airport train decides
Kyoto has no airport, and that settles more than any map. The Haruka limited express from Kansai International takes about 76 minutes to Kyoto Station and ends there, at ¥3,640 with a reserved seat or ¥2,200 on the visitor one-way ticket. Land at 21:00 and the station grid stops being a preference. From Osaka, the JR Special Rapid reaches Kyoto in 29 minutes for ¥580, with no seat reservation.

After that the city runs on buses and two subway lines: ¥230 a bus ride, ¥220 to ¥360 on the subway by distance. The bus-only day pass went in 2023, so the ¥1,100 Subway & Bus 1-Day Pass is what is left, and it's mostly a subway pass. Klook KKday
3What each area charges
The floors below are hotels only: hostels and guesthouses are excluded, which is why they sit above the city's absolute cheapest beds.
| Area | Hotel properties on Booking | Nightly rate from, low season |
|---|---|---|
| Kyoto Station Area | 709 | ~¥4,900–6,000 — Kyoto Waka Hotel |
| Shijo–Kawaramachi | 223 | ~¥4,400–5,300 — Enzo Kyoto Gojo E |
| Gion | 564 | ~¥4,400–5,400 — Enzo Kyoto Gojo E |
| Higashiyama | 570 | ~¥4,700–5,600 — Peace House Sakura |
| Arashiyama | 28 | ~¥10,500–13,000 — Hotel Sagano |
Two things fall out of it. The central floors are the lowest in the city: Shijo, Gojo and Gion all start a few hundred yen below the station side, and the station-area floor belongs to a hotel a 15-minute walk from the platforms. And Arashiyama starts at twice the central floor, because 28 properties is what a sight with a village attached can offer.

Checked again the same day on Trip.com, some came back cheaper there and some did not: Hotel Sagano at ¥8,495 and Sun Members at ¥9,361, against Amanek, which Booking sold a little cheaper. Three of the cheap station-area and Higashiyama entries had nothing available on Trip.com at all. The links on the hotels below open Trip.com.
Kyoto's accommodation tax sits on top, per person per night, on the room-only rate: ¥200 below ¥6,000, ¥400 from ¥6,000 to ¥19,999 and ¥1,000 from ¥20,000, with higher brackets at ¥50,000 and ¥100,000 that only matter if you're booking the ryokan in section 7. The ¥4,400 double in Gojo is about ¥2,200 a head, so the pair pays ¥400 a night on top of the room. The full bracket table is in the hotel list.

4What the same rooms cost in November
The same three searches, run again in the middle of the autumn colours:
| Area | Low-season floor | November floor | Multiple |
|---|---|---|---|
| Kyoto Station Area | ~¥4,900 | ¥23,877 — HoNoDo COBO-Toji | 4.8× |
| Gion | ~¥4,400 | ¥33,516 — Guest One More Heart at Higashi | 7.7× |
| Arashiyama | ~¥10,500 | ¥16,830 — tsubame-ya | 1.6× |
Trip.com had nothing on sale at the two cheapest entries for those November nights; tsubame-ya came back at ¥8,584 against ¥16,830 on Booking, so treat this row as the direction the market moves, not a rate to hold anyone to.
Central Kyoto goes up four to eight times for the same nights; Arashiyama, already priced like a resort in low season, goes up 60%. If your dates are stuck in the second half of November, the base with the smallest penalty is the one that looked dearest in low season, and an Osaka hotel with the 29-minute special rapid in the morning becomes the cheaper trip.
5What the choice costs you in minutes
- From the station grid, Arashiyama is 11 minutes on the JR Sagano line, and Fushimi Inari is on the Nara line, free to enter and open around the clock, which makes it the arrival-day sight.
- From Shijo, Nishiki Market, Pontocho and Gion are walks, and Gion-Shijo is one Keihan stop from the station's east side.
- From Shijo Omiya, the Randen tram reaches Arashiyama for a flat ¥250, or ¥700 with a day pass, without touching a bus.
- From Higashiyama, Kiyomizu-dera is on foot and ¥500 to enter, with the terrace filling by 09:30. That's what the extra ¥500 a night buys: the hour before the buses arrive.
Arashiyama is the one base that pays for its minutes: 11 minutes in, the same 11 out, and nothing else is on the doorstep. Everywhere else on this page is one train or one bus away from the middle of the city.

6Rooms let whole: the machiya question
A machiya is a Kyoto townhouse, long, narrow and often a century old, restored and let whole: kitchen, bath, tatami, no front desk. The operators' own pages describe the same trade-offs, so read them before trading a hotel for a house.

Source: Wikimedia Commons · Daderot, Public domain
- Kyo no Ondokoro lets seven houses: four sized for 1 to 4 guests, two for 1 to 8 and one for 1 to 6. Its Fuyacho Nijo house is 186 m²: four semi-double beds, four futons from the fifth guest, a kitchen, a washer with a dryer and a Shigaraki-ware bath. Check-in is 16:00 and check-out 11:00, with no early or late either way, and luggage is held at the Royal Park Hotel Iconic Kyoto desk because nothing can be delivered to the house itself.
- Machiya Residence Inn lets one group per house and never shares, opens bookings eight months ahead, keeps no staff on site (the door is a PIN pad) and takes check-in from 15:00, out by 10:00.
- Machiya Inn Kyoto takes check-in between 16:00 and 19:00, and states that luggage can't be dropped before noon and that no guests beyond the booked number are admitted.
- Kyoto Machiya Stay takes bookings by form only: a non-refundable deposit of one night, the balance three weeks before arrival, a 2% service charge, and a same-day cancellation charged in full.
Rates are the harder half. Most of these operators publish no nightly figure at all, and quote when you enter dates. The one with a printed price list is Kyoto Takasegawa Bettei, a machiya-style hotel rather than a whole house, at ¥23,650 to ¥37,180 per room per night; the same hotel showed at ¥26,760 a night on Booking and ¥24,433 on Trip.com in low season. Trip.com At the top, Yoshida Sanso prints ¥150,000 a night for two in the main house with breakfast, dinner from ¥35,000 a head.
Three house rules catch people out. Yoshida Sanso's main house is 14 and over only; children to 13 pay half in its annex. Takasegawa Bettei takes no children below junior high school age and charges one guest the same as two. Every property named above is non-smoking, gardens included.
7Where the hot water comes from
Kyoto sits on hot springs, whatever the jokes say: the prefecture's register lists 31 licensed sources inside the city, out of 146 across the whole prefecture, and the city licenses them itself. Arashiyama's is a simple spring at 35.2°C and pH 7.80.
What is worth reading before you pay for a "natural hot spring" is the source line, and the honest operators print it. Dormy Inn Premium Kyoto Ekimae advertises a natural hot spring on its ninth floor and states that the indoor bath is water trucked in from a spring in Joyo, in Kyotanabe. What you buy is the bath, the sauna and the hours, not a spring under the building. In low season it costs ¥27,499 a night on Booking and ¥21,926 on Trip.com, and the most expensive budget room in the station grid. Trip.com
Hatoya Zuihokaku is the Shimogyo-ku hotel with its own borehole: 910 m down, registered as Kyoto Onsen, with the Higashiyama bath on the eighth floor open 15:00–24:00 and 06:30–09:30 for guests. ¥20,092 a night in low season and ¥17,467 on Trip.com. Trip.com
In Arashiyama the water is real but the caveats come from the operators themselves. Kadensho pours the Arashiyama spring and says plainly that its open-air rock bath isn't onsen. At Togetsutei one room of 16 has a hot-spring bath, with a 45-minute private spring bath at ¥4,400; the ryokan itself costs ¥122,776 a night in low season, the top of this page, and from ¥111,863 on Trip.com. Trip.com
Two practicalities. Baths run from mid-afternoon to late morning rather than around the clock, and a daily swap of the men's and women's baths is something most Kyoto hotels don't state either way.

8Rooms that sleep four
Kyoto's hotels are built around doubles and family rooms are the exception. The chain that solves this everywhere else in Japan doesn't here: Toyoko Inn publishes no three- or four-bed room in Kyoto.

- MIMARU's three Kyoto apartment hotels all have kitchens. MIMARU Kyoto Shijo West sells an apartment with four single beds at ¥26,669 a night in low season, and ¥26,366 on Trip.com. Trip.com MIMARU Kyoto Shinmachi Sanjo has one-bedroom family apartments with a washing machine in the room, ¥30,255 on Booking and ¥27,779 on Trip.com. Trip.com MIMARU Kyoto Station, ¥47,544, is the one beside the platforms, and priced at ¥46,321 on Trip.com. Trip.com Bed capacity runs from four to eight adults by room type, and children up to six stay free in most of them.
- Cheaper and plainer: Hotel Keihan Kyoto Grande at ¥11,491 a night is one of the few Kyoto hotels publishing three-bed rooms, and Trip.com had it from ¥11,073. Trip.com Miyako Hotel Kyoto Hachijo, ¥17,780, breaks the same ceiling and charges ¥3,300 for its breakfast buffet for guests, with toddlers free; its Trip.com floor was ¥7,488. Trip.com
- A whole house: six or eight people in a machiya with a kitchen is the lowest cost per head in the city, if you accept the 16:00 check-in, the guest cap and nobody at a desk.
9What I would do
A first trip that lands at Kansai takes the station grid. The airport train ends there, the floors match central Kyoto, and the JR lines to Arashiyama and Fushimi Inari start under the same roof.
If the evenings are the trip, Shijo: a Shijo base walks to Nishiki, Pontocho and the Kamo, and the well-reviewed rooms there cost a few hundred yen more than the cheapest in Gojo. Higashiyama if the temples are the point and you will be out before 08:00. Arashiyama only if the view is worth double and you want the village after the day-trippers have gone.
A machiya makes sense at four or more with cooking in the plan, booked early, with the guest cap checked first. A hot spring is worth paying for only if you will soak: Hatoya costs ¥7,400 a night less than Dormy Inn in the same week, with its own spring under the building.

10Questions and answers
Which base, what a machiya really costs, and whether the hot spring is real.
Where should I stay in Kyoto for a first trip?
On the station grid or in Shijo. The Haruka from Kansai ends at Kyoto Station, and in low season a double beside the platforms starts at about ¥4,900 a night, against about ¥4,400 in Shijo. Gion and Gojo go lower still, at the price of a plainer room.
Is it cheaper to stay beside Kyoto Station or in Gion?
In low season the floors are within a few hundred yen of each other, about ¥4,900 beside the station against about ¥4,400 in Gion, so the difference is the walk, not the price. In the second half of November they separate hard: ¥23,877 a night beside the station against ¥33,516 in Gion. Whatever you pay, the accommodation tax is added per person per night, ¥200 below a ¥6,000 room-only rate and ¥400 from ¥6,000.
What is a machiya stay in Kyoto, and what does it cost?
A restored townhouse let whole, usually with a kitchen and nobody at a front desk. Most operators publish no nightly rate and quote when you enter dates; the machiya-style hotel that prints one, Kyoto Takasegawa Bettei, runs ¥23,650 to ¥37,180 per room per night. Expect a 16:00 check-in, a hard cap on the number of guests, and no luggage drop before noon.
Does Kyoto have hot springs?
Thirty-one licensed sources inside the city, so yes, and Arashiyama's is a simple spring at 35.2°C. What to read is the source line. Dormy Inn Premium Kyoto Ekimae says its indoor bath is water trucked in from Joyo, in Kyotanabe, and Kadensho says its open-air bath isn't onsen at all. Hatoya Zuihokaku's Kyoto Onsen comes from a borehole 910 m under its own block in Shimogyo-ku.
Which Kyoto hotels sleep a family of four?
The apartment hotels, mainly MIMARU's three Kyoto properties. An apartment with four single beds at MIMARU Kyoto Shijo West cost ¥26,669 a night in low season, with a kitchen and capacity up to eight by room type. Hotel Keihan Kyoto Grande is the cheaper answer at ¥11,491 a night with three-bed rooms, one of the few in the city; Toyoko Inn, which solves this elsewhere in Japan, publishes no such room in Kyoto.
