2The ten, ranked

  1. 1

    Sakura Terrace The Atelier

A bath house and hotel rooms one stop south of Kyoto Station, at hostel money.

    • Area Minami-ku, Higashikujo
    • Station Subway Karasuma Line Kujo — one stop from Kyoto Station. The group's own access page points at the Kujo bus stops: Oishibashi 1 minute, Kujo-shako-mae 3 minutes, which is where the direct buses into Higashiyama and Shijo start
    • Room priced Twin room with bunk beds (the four-night room we priced)
    • Rate ¥5,000–6,500/night
    • Why it earns rank 1 It is the only room under ¥6,000 on this page that comes with a hotel's facilities rather than a bed: the group advertises a large public bath, a terrace and a music hour. Check which building your room is in — the same group sells rooms in more than one Kyoto property at these prices, and the room we priced was its bunk twin.

  2. 2

    Carta Hotel Kyoto Gion

The only one that walks straight into Gion, four buses at the door.

    • Area Shijo–Kawaramachi, Kamo River side
    • Station City buses 4, 5, 7 and 205 from Kyoto Station stop in front of the door (about 10 minutes); Kawaramachi Station about 7 minutes on foot; Keihan Gion-Shijo about 8
    • Room priced Double with private bathroom
    • Rate ¥5,000–6,500/night · its own site quotes from ¥7,200 a night for a double
    • Why it earns rank 2 Central Kyoto at a station-area price, and low season is why: the hotel's own site quotes from ¥7,200 a night for a double in the seasons it expects to sell. Long-stay rooms, and the hotel's own description puts the Kamo River, Shijo-Kawaramachi, Gojo and Yasaka Shrine within walking distance.

  3. 3

    Hop Inn Kyoto Shijo Omiya

A new 136-room build three minutes from the Arashiyama tram and bus hub.

    • Area Shijo Omiya, Nakagyo-ku
    • Station Hankyu Kyoto Line Omiya — 3 minutes on foot, by the hotel's own figure; the Randen tram to Arashiyama and the city bus pool are in the same block
    • Room priced Double
    • Rate ¥5,500–6,800/night
    • Why it earns rank 3 The reviews are strong and the building is new. 136 rooms also means it is still selling when the rest of the city is full — useful in the weeks that matter. One Hankyu stop gets you to Kawaramachi; the Randen gets you to Arashiyama without a bus.

  4. 4

    Framboise KYOTO Hotel de charme

The best-appointed hotel here, selling a nice room, not a postcode.

    • Area Minami-ku, Higashikujo (〒601-8028, Higashikujo Higashi Goryo-cho 63-7)
    • Station Kujo Station 8 minutes on foot (the hotel's own figure); Kyoto Station is one subway stop north
    • Room priced Superior twin
    • Rate ¥6,000–6,800/night
    • Why it earns rank 4 Its own site is unambiguous about who it is for: a base for girls' trips, kawaii in the rooms and a shared kitchen. Eight minutes from a subway stop is the trade you make for the quality.

  5. 5

    THE REIGN HOTEL KYOTO

The space play: 33 m² terraces, three subway minutes out.

    • Area Minami-ku, south side of Kyoto Station
    • Station Subway Karasuma Line Jujo — 6 minutes east of Exit 1 (400 m), and Jujo is two stops and three minutes from JR Kyoto Station; Kyoto Station is a 17-minute walk (1.3 km); Keihan Tobakaido 8 minutes
    • Room priced Economy twin; the hotel's own room list starts at a 33 m² deluxe king with a terrace that looks at Kyoto Tower, up to a 56 m² twin that sleeps four
    • Rate ¥6,000–6,800/night
    • Why it earns rank 5 51 rooms, Scandinavian interiors, and floor areas no ¥6,750 room in Shijo or Gion can match. Jujo is a local neighbourhood rather than a sightseeing one, and that is the whole reason the price works.
  6. 6

    ITOSHI Kyoto Inn Nijo

The smallest hotel here, laundry in the room.

    • Area Nakagyo-ku, Rokkaku-Ikuma (〒604-8342, Rokkaku-Ikuma-cho 618)
    • Station Hankyu Omiya 7 minutes; Tozai subway Nijojo-mae 9 minutes; JR Nijo 17 minutes; the Shijo Omiya bus pool 7 minutes (all the hotel's own figures)
    • Room priced Twin, with a washing machine and bathroom dryer in the room
    • Rate ¥5,600–6,300/night
    • Why it earns rank 6 The reviews are the strongest on the page, but they rest on a small sample of 182, so treat it as a promising small inn rather than a proven one. Stay a week and the in-room washing machine, bathroom dryer, fridge and wired LAN are worth more than any postcode. Drinks are in the shared lounge rather than the room — the hotel says so itself.

  7. 7

Smart Place Inn Kyoto Nijojo-mae Station

The cheapest clean chain room this close to a subway, on the cross-city line.

    • Area Nijo, Nakagyo-ku
    • Station Tozai subway Nijojo-mae 4 minutes; city bus Horikawa-Oike 2 minutes; Karasuma Oike 12 minutes
    • Room priced Twin A, non-smoking
    • Rate ¥4,300–4,900/night · check-in 15:00–24:00, check-out 11:00, breakfast optional
    • Why it earns rank 7 The Tozai line runs east–west under Kyoto, and Nijojo-mae is two stops from Karasuma Oike, where it meets the north–south Karasuma line. Nijo Castle is across the road. Take this branch if your days are west Kyoto: the castle, Kinkaku-ji, Arashiyama.

  8. 8

Smart Place Inn Kyoto Shijo Omiya Station

One minute from Hankyu Omiya, where the Arashiyama tram and bus pool meet.

    • Area Shijo Omiya, Nakagyo-ku
    • Station Hankyu Kyoto Line Omiya 1 minute; Randen Keifuku Arashiyama Line Shijo Omiya 3 minutes; city bus Shijo Omiya 1 minute; Karasuma subway Shijo 12 minutes
    • Room priced Double
    • Rate ¥4,900–5,500/night · check-in 15:00–24:00, check-out 11:00, breakfast optional
    • Why it earns rank 8 The best-connected of the chain's Kyoto branches: a Hankyu station at the door, the city bus pool next to it, the Arashiyama tram three minutes away. It is about ¥700 a night cheaper than the Hop Inn across the road.

  9. 9

    HOTEL LiVEMAX Kyoto Ekimae

The cheapest room here, the only one at that price walking to Kyoto Station.

    • Area Shimogyo-ku, Kyoto Station front
    • Station Kyoto Station 5 minutes on foot, by the hotel's own figure — the shinkansen, the Karasuma subway, the JR lines and the airport bus in one building
    • Room priced Economy twin (smoking in our sample)
    • Rate ¥4,000–4,500/night · the lowest floor of the ten
    • Why it earns rank 9 Ranked last on purpose: it carries the weakest reviews here on the smallest sample, and the room we priced was a smoking twin. The hotel's own room list has 20 m² Japanese-Western twins and doubles plus 15 m² singles, so the shape of the room is fine — it is a budget chain hotel and the reviews say so. Nothing else in our search put a bed five minutes from Kyoto Station at ¥4,000.
  10. 10

Smart Place Inn Kyoto Nijojo Horikawa

The cheapest of the chain's five Kyoto branches, between the castle and Omiya.

    • Area Nijo, Horikawa
    • Station City bus Shijo-Horikawa 4 minutes; Hankyu Omiya 7 minutes; Tozai subway Nijojo-mae 7 minutes
    • Room priced Double
    • Rate ¥4,000–4,400/night
    • Why it earns rank 10 It carries the strongest reviews of the three branches at the lowest floor, which is what Horikawa costs you: you are between two stations instead of at one. The Shijo-Horikawa bus stop four minutes away puts you on the direct buses to Shijo and the station.

3Where the cheap rooms are

Kyoto's budget rooms sit in four clusters, and the cluster matters more than the hotel.

  • The station grid. Shimogyo-ku, Higashikujo, Kujo, Jujo — the south and south-west of Kyoto Station, where ¥4,000–6,800 buys a double in low season. Kujo and Jujo are one and two stops down the Karasuma line, and the station's south side is a 17-minute walk from the platforms. This is where six of the ten are.
  • Shijo–Kawaramachi and Gion. The half that looks expensive, and mostly is: ¥5,300–6,800 still buys a double here in low season, but nothing under ¥7,000 shows up. You pay for being able to walk to dinner. Two of the ten are here.
  • Shijo Omiya and Sanjo. Hankyu, the Randen tram to Arashiyama and the city bus pool in one block. The best transport per yen on the map, and it is why two of the ten sit within three minutes of each other there.
  • Nijo and Nijojo-mae. The Tozai line, the castle across the road, and the lowest rates of the ten — because it is nobody's postcard. Two stops west and you are in a residential grid where a bus or a bicycle gets you to the sights.

One disclosure: three of the ten are branches of one chain, the nine hours group's Smart Place Inn (rows 7, 8 and 10). Not an accident: in low season its Kyoto branches are the city's cheapest clean rooms, at prices the Tokyo and Osaka chains don't reach. Want ten owners? Treat those three rows as one option.

4What the city tax adds

Kyoto's accommodation tax is on top of the room rate, per person per night, and the brackets changed on 1 March 2026:

Room-only rate, per personTax, per person per night
Under ¥6,000¥200
¥6,000 to ¥19,999¥400
¥20,000 to ¥49,999¥1,000
¥50,000 to ¥99,999¥4,000
¥100,000 and over¥10,000

The base is the room-only rate — sudomari, room and service charge, no meals, no consumption tax — charged per person, not per booking. A ¥4,000–4,400 double for two is about ¥2,000–2,200 a head: under ¥6,000, so ¥200 each, ¥400 the pair. The same room in November, at ¥37,802, puts each of you in the ¥20,000–49,999 bracket: ¥1,000 a night, ¥2,000 the pair. School trips are exempt. You aren't.

5A low-season night against a November one

The same room, priced in low season and again in the middle of the autumn colours:

  • HOTEL LiVEMAX Kyoto Ekimae: ~¥4,000–4,500 a night in low season, around ¥37,800 in the second half of November. 9.4 times.
  • ITOSHI Kyoto Inn Nijo: ~¥5,600–6,300 in low season, around ¥36,100 in the second half of November. 5.9 times.

Both are each hotel's cheapest room: the market, not a room type. In the November window the city's cheapest 25 rooms ran from ¥30,242 a night (The Pocket Hotel Kyoto Karasuma Gojo) to ¥97,992 (KAYA Kyoto Nijo Castle). All ten hotels here appear in the low-season 25; only two survive into November, at nine and six times the price.

The practical rule is boring but saves the most: with loose dates, go mid-January to early February, or June. With fixed dates in the second half of November or the first week of April, Kyoto's hotels are a ¥30,000-a-night market. The rooms sell out months ahead, and an Osaka hotel with the special rapid in the morning — ¥580 and 29 minutes — is cheaper.

6What the nightly rate leaves out

  • The city tax, per person per night, on top of everything above (section 4).
  • Breakfast. The Smart Place Inn branches charge for it separately; the chains that include it advertise it. A convenience-store breakfast in Kyoto costs a fraction of a hotel one, and the city has more bakeries per street than most of Japan.
  • Check-in times. 15:00 to 24:00 at the Smart Place branches, with check-out at 11:00. Arriving at 09:00 with luggage is a coin toss almost everywhere in this list, which is why the station lockers and the coin luggage rooms exist.
  • A warning worth repeating. Two of these groups — the nine hours group (Smart Place Inn) and the Sakura Terrace group — both published notices in September 2026 about messages on WhatsApp and email that pretend to confirm a booking and ask for card details. No Japanese hotel asks for card details over WhatsApp. Book on the hotel's own site or on a platform you chose yourself, and ignore any booking message that arrives with a payment link in it. Both also say the fault was in a third-party system, not their own.

7Book before you fly

Two habits matter more than the platform: book early for choice — the low-season rates above go on sale a year ahead because the city knows what November costs — and book a cancellable rate. Kyoto's cheapest weeks are its least predictable, and free cancellation lets you move a trip when the foliage peak shifts. Our booking guide covers which platform, when the hotel's own site wins for four nights or more, and what free cancellation is worth.

8Questions and answers

Kyoto hotel prices, the city tax, and whether to sleep in Osaka instead.

Where should I stay in Kyoto for a first trip?

Within a few minutes of a subway station or a bus stop going where you are — not necessarily Gion. Cheap rooms cluster on the station grid (Shimogyo-ku, Higashikujo, Kujo, Jujo), Shijo Omiya and Nijo, all one or two stops or one bus ride from the sights. Shijo–Kawaramachi buys dinner on foot for about ¥1,500 a night; beside Kyoto Station wins if arriving late or leaving early.

How much is a good budget hotel in Kyoto?

Our 17 October 2026 check for two adults ran the ten cheapest rooms from ¥4,007 to ¥6,787 a night, best value ¥4,500–6,000. Two caveats. That's low season: the second half of November's cheapest 25 rooms started at ¥30,242. And the hotels' own sites often quote more than the OTAs in low season — Carta Hotel Kyoto Gion's lists doubles from ¥7,200.

When is the cheapest time to stay in Kyoto?

Mid-January to early February, once the New Year rates and school groups have gone, and June, before the summer heat. The expensive windows are the second half of November (autumn colours) and late March into early April (cherry blossom), the New Year holidays between. The difference is not small: the same room at Hotel LiVEMAX Kyoto Ekimae runs about ¥4,000 in low season against ¥37,802 in the second half of November.

What is Kyoto's accommodation tax?

A per-person, per-night tax on the room-only rate, changed on 1 March 2026: ¥200 under ¥6,000, ¥400 from ¥6,000 to ¥19,999, ¥1,000 from ¥20,000 to ¥49,999, ¥4,000 from ¥50,000 to ¥99,999 and ¥10,000 at ¥100,000 and over. Room plus service charge only — meals and consumption tax excluded. A ¥4,000–4,400 double for two is ¥200 each a night; the same hotel in foliage season, at ¥37,802, ¥1,000 each.

Is it cheaper to stay in Osaka and day-trip into Kyoto?

In the peak weeks, yes, and it's not close: a ¥30,000 Kyoto night against an Osaka business hotel plus ¥580 and 29 minutes on the special rapid each way. In low season it's the reverse — our Kyoto sample started at ¥4,007 a night, below the ¥7,500 floor of the Osaka list. Check both cities for your dates before assuming Osaka is cheap; in deep winter it isn't.
