Kobe in one day: the port, the foreign houses and the night view

Kobe is a one-day city because it is two kilometres wide. The foreign houses stand on the hill behind Sannomiya station, the old settlement, Chinatown and Motomachi sit on the flat ground below them, and the port is a level walk south of that. What decides the order is not distance but two timetables: a ¥800 loop bus that stops running in the early evening, and a cable car whose last departure upward is 17:40 on three days of the week.

In one line Base at Sannomiya. Buy the City Loop 1-day ticket (¥800) and ride it up to Kitano, then walk the old settlement, Chinatown and Motomachi down to the port. Give the evening to the Maya cable car (¥1,560 return) — but only on a Friday, Saturday, Sunday or public holiday, because on Monday, Wednesday and Thursday the last car up leaves at 17:40. On those days stay by the water: the Port Tower is open until 22:00.

1Why the order is fixed

Central Kobe is three bands stacked south of the station. Kitano, the old foreign residential quarter, is up the hill to the north-west. The flat middle holds the former foreign settlement, Chinatown and the Motomachi arcade. The water — Meriken Park, the Port Tower and Harborland — is the southern edge. All of it fits inside a 2 km circle, and the City Loop bus runs that circle one way, clockwise, in about 65 minutes.

The City Loop is run by Shinkibus rather than by the city, which has two consequences worth knowing before you buy anything else. The Kobe subway and city-bus passes do not cover it, and the loop only goes round in one direction, so a stop-up-the-hill, walk-back-down plan is the sane way to use it. The Kobe 1-day loop bus ticket is ¥800 (¥400 for children, ¥1,200 for two days) and covers the City Loop, the Port Loop and the two Port Island lines. A single ride is ¥300, so the day ticket pays for itself on the third ride.

The second thing that fixes the order is a mountain. Maya, on the far side of the city, is where the Kobe night view is photographed from — the panorama that travel writing calls one of Japan’s three great night views. You reach it on city bus 18 from Sannomiya to Maya Cablecar Station (¥230 flat, about 25 minutes), then the Maya View Line, a funicular and a ropeway sold as one ticket, up to Hoshi-no-eki and a short walk to the Kikuseidai lookout. ¥900 one way, ¥1,560 return for the full two-stage run.

The line keeps three timetables a year, and only one of them gives you a night view on any given day. These are the last departures upward from the bottom station:

SeasonMon, Wed, ThuFri, Sat, Sun, holidays
Spring & autumn (20 Mar–19 Jul, 1 Sep–31 Oct)17:40 (ropeway 17:30)21:00 (ropeway 20:50)
Summer (20 Jul–31 Aug)21:0021:00
Winter (1 Nov–19 Mar)17:40 (ropeway 17:30)20:00 (ropeway 19:50)

Read the middle column literally. On a Monday, Wednesday or Thursday outside summer, the last car up is before sunset, which means the night view is not a thing that day. Friday to Sunday and public holidays, the mountain is open after dark all year, until 21:00 except in winter. Everything else in this guide is flexible; this is not.

2The day

  1. Morning

Kitano: the foreign houses on the hill

    ¥800 loop ticket + ¥800 entries
    09:00
City Loop from the Sannomiya stop to Kitano Ijinkan, 10 minutes, ¥300 single or covered by the day ticket. Walking up Kitano-zaka from the station takes about 15 minutes if the bus has just left.
    See
The Weathercock House (Kazamidori-no-yakata) and the Moegi House are ¥500 each, or ¥800 for the two together — and ¥450 with the City Loop day ticket. Under-18s are free. Both open 09:00–17:00 with last entry at 16:45, and the Weathercock House closes on the third Tuesday of the month.
    Free
The Line no Yakata house is free, 09:00–17:00, with the same third-Tuesday closure, and the Kitano Tenman Shrine above it has a free observation deck looking down over the port. If you want one paid house rather than two, the Uroko-no-Ie is ¥1,100 and the view from its gallery is the best in the district.
    Down
Walk Kitano-zaka back to Sannomiya — 15 minutes, all downhill — and cut into Ikuta Shrine on the way. Free, open all day, and the oldest thing in the city centre.

TrapThe loop runs one way, so you cannot ride it back down the hill the way you came. Walking down Kitano-zaka lands you at Sannomiya in 15 minutes; the bus takes the long way round the circle.

  2. Midday

The old settlement, Chinatown and Motomachi

    Free to walk
    The settlement
Kyukyoryuchi, the former foreign settlement, is the block of Meiji-era banks and trading houses between Sannomiya and the water. Free to walk; the 15th Building and the plane trees on Naniwa-machi are the bits people photograph.
    Nankinmachi
Chinatown, free to walk, and the place to eat lunch — it is a hundred metres of stalls between two gates, and it connects straight onto the Motomachi arcade. Nothing here needs booking.
    Motomachi
The covered arcade runs west from Chinatown’s west gate for about a kilometre, which makes it the part of the day that rain cannot cancel.

TrapOn this stretch the bus is slower than your feet. The Chinatown south gate and the settlement stops are five minutes apart on foot, and the loop only comes round in one direction — walk this block, and save the day ticket for the hill and the port.

  3. Afternoon

The port: Meriken Park, the tower and Harborland

¥1,200 tower, free to walk the park
    Meriken Park
Free. The BE KOBE sign, the maritime museum, the water, and the best place in the city to sit down for half an hour.
    Port Tower
¥1,200 for the observation floor and the roof deck, ¥1,000 for the observation floor alone, children ¥500 and ¥400. Open 09:00–22:00 with no fixed closing day, and it sells timed tickets — book the slot rather than queueing at the door.
    Harborland
Fifteen minutes’ walk west along the water: the Mosaic mall, the brick warehouses and umie, all free to walk through. If the weather has turned, atoa — the theatre-style aquarium at Shinko-cho, 10 minutes from Meriken Park — is ¥2,600 for adults and ¥1,500 for children, open 10:00–19:00 with last entry 30 minutes before closing, and entirely indoors.

TrapThe loop stops running in the early evening. On the weekday timetable revised on 1 April 2026 the last departure from Kamo-me-ria, the stop by the Port Tower, is 18:52. After that the port is the ¥230 city bus or a 15-minute walk back to the subway.

  4. Evening

The hill for the night view, or the tower after dark

    ¥1,560 cable car + dinner
    Eat first
Teppanyaki counters serving certified Kobe beef are all over Sannomiya, and a course starts at roughly ¥10,000 a head. The association publishes the list of restaurants licensed to serve it; book from the restaurant guide rather than walking into the first place with a cow on the sign.
    Then up
City bus 18 from Sannomiya to Maya Cablecar Station, ¥230 and about 25 minutes, then the Maya View Line to Hoshi-no-eki and a few minutes on foot to the Kikuseidai lookout. ¥1,560 return for the whole line, ¥900 one way.
    When
Friday, Saturday, Sunday or a public holiday, unless it is summer. The last departure upward is 21:00 in spring, autumn and summer, and 20:00 in winter; on Monday, Wednesday and Thursday in spring, autumn and winter it is 17:40, which is too early for a night view.
    Instead
If the timetable does not allow it, stay at the port: the Port Tower is open until 22:00, the waterfront is free, and the harbor lights are the same view from the other end of the city.

TrapDo not drive up. There is one road up the mountain and one car park at the top, and on weekend evenings both queue; the funicular and the ropeway do the same climb in about five minutes each from the station below.

3What the day costs and what to book ahead

Only two items on this day are worth booking before you arrive, and one of them is not really optional.

Transport for the full version of this day — loop ticket, two city bus rides and the cable car return — is ¥2,820 a person before entries and food. Drop the hill and it is ¥1,260. The City Loop ticket, the two-house Kitano ticket and the Maya View Line are bought in cash or at the counter, so the three pill rows above are the only ones worth having a card ready for.

4What closes early, and the last bus

  • The cable car’s early last car. Monday, Wednesday and Thursday in spring, autumn and winter, the last departure upward is 17:40 and the last ropeway 17:30 — there is no night view on those days, whatever the photographs suggest.
  • The loop stops in the evening. Last departure from the Port Tower stop is 18:52 on the current weekday timetable. The day ticket is worth nothing after that, and the port is a ¥230 bus ride or a 15-minute walk from the subway.
  • Kitano shuts at 17:00. Last entry to the houses is 16:45, and the Weathercock House also closes on the third Tuesday of the month. The hill is a morning and midday plan, not a sunset one.
  • Bring the loop ticket up the hill. The two-house ticket is ¥800, and ¥450 with the City Loop day ticket in hand. It is the cheapest discount in the city and it is not advertised at the station.
  • Kobe beef is a certification. Only beef from Tajima cattle raised and processed under the association’s rules may be sold under the name, and the association lists the restaurants licensed to serve it. Check the list before you book a ¥10,000 counter, and eat it at lunch if you want the same beef for less.
  • The loop is one-way only. Both the hill and the port are uphill or downhill from Sannomiya in a way the bus cannot help with; plan each leg as a ride in one direction and a walk in the other.

5If you have a second day

Kobe is worth more than a day, and the second one should not be spent in the same 2 km. Five options, all reachable from Sannomiya without a car:

  • Arima Onsen. ¥720 on an IC card and about 30 minutes: subway to Tanigami, then the Kobe Electric Railway. The two public baths are the point — Kin-no-Yu is ¥800 (¥650 on weekdays), open 08:00–22:00 and closed on the 2nd and 4th Tuesday, and Gin-no-Yu is ¥700 (¥550 on weekdays), open 09:00–21:00 and closed on the 1st and 3rd Tuesday. Both for ¥1,200. From Arima the Rokko-Arima Ropeway climbs to Mount Rokko for ¥1,400 one way, ¥2,520 return.
  • The Nada sake breweries. Three free museums in 15 minutes of train: Kikumasamune’s memorial hall (free, 09:30–16:30, closed Tuesdays), Hakutsuru’s sake museum (free, 09:30–16:30) and Hamafukutsuru’s ginjo brewery (free, 10:00–17:00, closed Mondays), between Hanshin Sumiyoshi and Uozaki. The tasting counters are where the money goes, and they are cheap.
  • Himeji Castle. 41 minutes and ¥960 on the JR Special Rapid from Sannomiya. The castle is ¥2,500, or ¥2,600 with the Koko-en garden next door, and under-18s are free — the price rose on 1 March 2026, so older guides will quote ¥1,000.
  • Suma Sea World. The 1-day ticket is ¥3,100 on October and November 2026 dates, on a calendar that runs ¥2,900–¥3,700, and ¥2,500 if you arrive after 15:00. The old Suma Aquarium closed in 2023; this is its replacement, opened in 2024.
  • Seasonal, if your dates line up. Rokko Meets Art runs to 29 November 2026 (passports ¥3,300 daytime, ¥4,300 for day and night). Kobe Illuminage runs 23 October 2026 to 14 February 2027 at the Kobe Fruit & Flower Park in Kita-ku, lights on 17:00–22:00, ¥2,000 for adults. The 32nd Kobe Luminarie is 29 January to 7 February 2027, with paid viewing areas at ¥500 in advance on weekdays and ¥750 at weekends.
