Kyoto in four days: routing a city with no bus pass

Kyoto in four days is a routing puzzle, not a ticket puzzle — because the ticket that used to solve it is gone. The city bus 1-day pass was withdrawn in 2023 precisely because too many people were riding buses, and the replacement costs more and covers less bus and more subway. Build the days around the subway lines and your feet, and Kyoto stops being the city everyone complains about.

In one line The ¥1,100 Subway & Bus 1-Day Pass is now the only day pass worth buying, and it is really a subway pass — use it on the Karasuma and Tozai lines and walk the last 15 minutes. Do Fushimi Inari free on arrival day, Arashiyama on the JR line (11 minutes, not the bus), and keep one evening for an autumn illumination if you are here between late October and early December.

1The pass that no longer exists

Kyoto City stopped selling the bus 1-day pass on 30 September 2023 and stopped honouring it on 31 March 2024 — the city's own congestion page lists the pass's abolition as one of its measures to take pressure off the buses. What is left is two products:

  • Subway & Bus 1-Day Pass — ¥1,100 (child ¥550). All subway lines, all City Bus routes, plus most Kyoto Bus, Keihan Bus and West JR Bus routes, and on weekends the Sightseeing Limited Express Bus. This is the one to buy.
  • Subway 1-Day Pass — ¥800 (child ¥400). Subway only. Cheaper, but it excludes the buses that reach Kinkaku-ji and Ginkaku-ji.

The arithmetic is blunt: a single bus ride is ¥230, a subway ride ¥220–360. At ¥1,100 the combined pass pays for itself at about five rides — which a normal Kyoto day reaches easily if you are crossing the city. It also buys a discount at Nijo Castle (entry ¥800 drops to ¥700). One catch: the Sightseeing Limited Express Bus (EX100/EX101) is a separate ¥500 flat fare, and it is only included in the pass on Saturdays, Sundays and holidays.

And the city is openly telling you to stop riding buses at peak times. Kyoto City's own notice recommends combining the subway and the bus because buses take far longer when passengers concentrate. Treat that as instruction, not advice.

2The four days

Day 1

Arrive, Fushimi Inari at dusk, Gion after dark

Afternoon
In from Osaka on the JR Special Rapid — ¥580 and 29 minutes, no seat reservation needed. Drop bags at the hotel and keep the day light.
Dusk
Fushimi Inari Taisha. No admission fee, no closing time, lit until late: the arrival-day sight that costs nothing and does not care what time you landed.
Evening
Gion — Hanamikoji, Shirakawa and the Kamo river bank — then food in Pontocho.

Trap Everyone photographs the first 200 metres of torii and turns back; the actual summit loop is a two-hour climb. Decide before you start climbing — and note the shrine is on its own JR line, so it is a poor evening stop if you are sleeping in the south of the city.

Day 2

Higashiyama on foot, Nishiki for lunch

Early
Kiyomizu-dera at opening — ¥500 for adults, ¥200 for primary and middle school. The terrace fills by 09:30, so being early is the whole game.
Midday
Walk down Sannenzaka and Ninenzaka, past Kodaiji (¥600-ish area temples), to Yasaka Shrine and into Gion. Lunch at Nishiki Market — a grilled skewer at a stall like Uoriki is about ¥500, so a market lunch is a snack crawl, not a meal.
Afternoon
Nijo Castle: ¥800 for the grounds, or ¥1,300 with the Ninomaru Palace — and ¥700 for entry if you show the 1-Day Pass. The Honmaru Palace needs a separate ¥1,000 reservation.
Evening
From late October: an autumn night viewing. Kodaiji runs 23 October–13 December at ¥800; To-ji runs 31 October–13 December at ¥1,000; Chion-in, Shoren-in and Hogon-in light up through November.

Trap This is the day people destroy by bus. Higashiyama is a walking district — the buses that run up to Kiyomizu are the worst offenders for queues, and the walk from Gion is 25 minutes downhill home.

Day 3

Arashiyama early, then the northwest

Midday
Sagano Romantic Train, ¥880 one way for adults, 7.3 km and about 25 minutes from Torokko-Saga to Torokko-Kameoka. Reserve this one — the open carriages sell out first.
Afternoon
Back through the city on the Randen tram (a flat ¥250, or ¥700 for the Randen 1-day pass) and on to Kinkaku-ji, ¥500, whose gold pavilion is the single most photographed thing in Kyoto.
Evening
Ryoan-ji if you still have daylight — ¥600 for adults — or eat yudofu: a proper tofu lunch runs ¥3,000–5,999 a head at the famous houses near Kiyomizu.

Trap Kinkaku-ji is nowhere near a subway line: the bus from the station takes 40 minutes and crawls in traffic. Do it on the way back from Arashiyama by tram and bus, or accept a taxi for the last leg.

Day 4

One more free walk, then out

Morning
Ginkaku-ji, whose admission went up to ¥1,000 for adults on 1 April 2026 — its first rise in 32 years — then the Philosopher's Path, which is free and the best walking hour in the city.
Alternative
Kyoto Imperial Palace, free and open year-round without booking, but only 9:00–15:20 from October to February, and closed Mondays. Or Nara: ¥760 on Kintetsu from Kyoto, ¥520 more for a limited express seat.
Afternoon
Back to Kyoto Station and out — 29 minutes and ¥580 to Osaka on the Special Rapid, or the Shinkansen from Kyoto for Tokyo.

Trap The Ginkaku-ji English page still shows the old ¥500 admission; the temple's Japanese page carries the current ¥1,000. Budget the new number and treat any guide quoting ¥500 as out of date — including, until this page, ours.

5The traps

  • The bus pass is gone. Any guide still telling you to buy a ¥700 Kyoto bus 1-day pass is three years out of date. The replacement is ¥1,100 and it is half a subway pass.
  • Buses at 10:00 are a queue, not transport. Kyoto City itself recommends the subway at peak hours. Higashiyama and Arashiyama are both train-serviced — use that.
  • Ginkaku-ji is ¥1,000 now (from 1 April 2026), and the temple's own English page has not caught up.
  • Kokedera is not a walk-up. Saiho-ji charges ¥4,000 or more and needs a reservation; there is no ticket window.
  • The pass does not cover the Sightseeing Limited Express Bus on weekdays. That bus is a flat ¥500, and its inclusion is weekends and holidays only.
  • Night viewings are seasonal and short. Kiyomizu-dera's autumn viewing runs only 21–30 November; Kodaiji's and To-ji's run about seven weeks. Check dates before planning an evening around one.
  • Mondays. Kyoto Imperial Palace and many museums close Mondays. Fushimi Inari, Kiyomizu-dera, Kinkaku-ji and the gardens do not.
